Sally Stannard

Sally leads the delivery of customer-focused passenger transport services across Queensland including policy, planning, ticketing, contract management and customer services.

Translink Division is responsible for the integrated rail, bus, ferry and tram network in South East Queensland; and long-distance rail, coach and aviation services in regional, rural and remote Queensland, in addition to school transport, personalised transport and demand responsive transport services. Translink creates better connections for Queenslanders by expertly managing the passenger transport system and shaping its future.

Sally is passionate about public transport and developing sustainable communities. Sally has qualifications in Engineering and International Studies and is a Graduate Member of the Australian Institute of Company Directors.

David Franks (CEO of Keolis Downer)

David has more than 45 years of experience in the public transport sector. He has held numerous senior executive roles in the UK, Sweden, and Ireland, including CEO of National Express UK operations where he was responsible for all train, tram, coach and bus operations for the Group in 2009 – 2010.
More recently David was CEO of the national rail operator in the Republic of Ireland, and a Non–Executive Director of the Office of Rail and Road, the UK’s Regulator.
David was appointed CEO of Keolis Downer in March 2018 and is responsible for overseeing the operations and development of Keolis Downer in Australia and New Zealand.

Phil Mumford (CEO of GoldLinQ)

Phil has led complex commercial businesses as Chief Executive Officer during the past 25 years engaged in the construction and operation of toll roads, operation of major seaports and design, construction and operation of light rail. In these roles, he has overseen the planning and construction of large civil and marine infrastructure projects, and major business transformation initiatives.

Phil has had the pleasure of working on two of Queensland’s iconic transport projects, being;

Brisbane’s Gateway Motorway Duplication. The Brisbane project was delivered significantly ahead of schedule and under budget, and the Gold Coast Light Rail Stage 1, 2 & 3.

Phil is an experienced leader of organisations and people, an exceptional problem solver with outstanding influencing skills.

Currently Chief Executive Officer of GoldlinQ, Phil is responsible for the delivery and operations of Stage 1 and 2 of the Gold Coast’s Light Rail Project and design and construction of Stage 3 from Broadbeach to Burleigh Heads.

His achievements include but are not limited to:
• Successful stakeholder management
• Successful negotiation of significant contracts with multinational vendors
• Track record for improving company’s commercial performance and business growth

Peter Papantoniou is a highly experienced Project Director having worked on some of South East Queensland’s largest road and rail infrastructure projects over the last 20 years.
Peter has worked with the Department of Transport and Main Roads in leading teams through procurement and delivery of projects including the Airport Link Tunnel, Cross River Rail, and Toowoomba Second Range Crossing.

As Project Director Peter successfully lead the State's procurement and delivery teams for the first two stages of the Gold Coast Light Rail (2012 & 2015), and currently the new Stage 3 extension from the existing Broadbeach South station to Burleigh Heads.

Peter is highly regarded for his experience in strategic leadership, stakeholder management and specialises in the delivery of complex infrastructure projects.
