WA | Exclusive Luncheon - The future of WA's Infrastructure Sector

Phil was appointed IWA’s Chief Executive Officer in June 2020, commencing the role in August 2020. Phil and the Infrastructure WA team’s primary focus is to work closely with the Board on Western Australia's State Infrastructure Strategy, and to prepare for and progress other key functions.

As a former Deputy Director General at the Department of Finance, Phil led Building Management and Works, and the Strategic Projects arm of the agency, driving significant sector-wide reforms in infrastructure planning and development.

With more than 25 years of local and international experience in planning, delivery and management of infrastructure in both the public and private sectors, he has overseen annual work programs in excess of $1 billion and led teams of more than 400 staff.

Tom has over 20 years experience advising clients active in the building, construction and engineering industries. He is dual qualified in the UK and Western Australia, and is able to offer clients the benefits of his international experience in both contract drafting and dispute resolution.

He has assisted clients working on the delivery of infrastructure projects in the health, transportation (including car manufacturing plants and logistics warehouses), retail (including shop fit outs and new build supermarkets), education, energy and water industries.

His practice involves advising principals, contractors, sub contractors and consultants, active in the State’s key industries of energy and mining, as well as assisting developers, “not for profit” organisations and Government clients engaged in construction, infrastructure and engineering projects.

He is also responsible for coordinating Jackson McDonald's vibrant pro bono scheme and is regularly asked to deliver training and associated support to clients, as well as industry organisations active in Perth, including Adjudicator training for the RICS, the MBA and Consult Australia.

Nathan Ling is the Head of Western Australia for Neoen, one of the world’s leading renewable energy producers. Neoen is a major player in the energy transition and the fight against global warming - Neoen’s mission is to design and implement the means to produce the most competitive renewable electricity, sustainably and on a large scale. Nathan leads Neoen’s activities in Western Australia, a region of significant growth potential for Neoen, which is targeting 10GW of renewable energy in Australia by 2030.

Nathan has broad commercial experience across management, business development, project development, equity capital markets, and M&A. Prior to Neoen, Nathan held senior roles with Deloitte, ANZ, Euroz and Synergy.

Nathan is a proud husband and father of four.

Viv Roberts is a seasoned professional with over 34 years of experience in the mining, mineral processing, project development, and corporate finance sectors. He's held executive and senior management positions with ASX listed companies, transforming early-stage exploration projects into producers. Viv has a strong strategic business acumen, excellent interpersonal skills, and can develop effective plans aligned with corporate strategies, project demands, and macroeconomic trends. He's proficient in preparing reports, presentations, and managing contracts.

Viv is currently WA Civil Manager for Freyssinet, where he oversees the company's operations in Western Australia. His wealth of experience in the mining and resources industry makes him an invaluable asset to any team.
